What is best Action Replay or Gameshark or ANOther?

I want to buy one or the other but what are the features and relative merits?

I would like to download ROMS from the 'net and play them on my GBA SP and/or DS lite.
I would like to cheat.
I would like to find/activate/capture Jirachi, Deoxys and others.
I would like to save/load various versions of each game.
I would like to have more memory for above pursuits - so what about flash memory?

Any comments, advise much appreciated.
